Issue description: Successfully upgraded RES using SIFLI BLE, but upgrading IMAGE failed with the error message: “msg=ota_file_list_order.txt is not exist.” [SIFLI BLE APP: MAIN V2 → OTA DFU: V3 BLE]

IMAGE file generation process: Used the script 52x_pack_ota_all.bat. The generated files include: ctrl_packet.bin, outapp.bin, outfont.bin, outres.bin, and outroot.bin. However, ota_file_list_order.txt is indeed missing. How should this be handled?
